From orphaned well sites to former creosote plants, municipalities face multiple challenges, legal, financial and practical, in managing and developing contaminated sites.

Plan to join the Environmental Law Centre along with experts in the field to discuss the challenges and opportunities in tackling contaminated site management.

Topics will include the Municipal Government Act, City Charter Regulations, and other recent provincial developments.

Paul Leong , Senior Technical Advisor, Environmental & Safety Management, The City of Calgary

Paul has been a part of The City of Calgary’s Environmental & Safety Management (ESM) business unit for over 15 years.  Prior to his time at The City of Calgary, Paul worked with Alberta Health Services (formerly Calgary Regional Health Authority) in their environmental health division for 10 years. With the goal of facilitating and promoting responsible brownfield redevelopment, ESM is part of the municipal approval authority process and works with developers and regulators to ensure that a site is suitable for the intended development.

Nigel Bankes, Professor University of Calgary, Chair of the Natural Resources Law

Nigel has been with the Faculty of Law since 1984 and is the current holder of the Chair of Natural Resources Law. He teaches or has taught courses in property law, aboriginal law, natural resources law, energy law, oil and gas law and international environmental law.  Nigel is the Vice-Chair, Board of Directors for the Canadian Institute of Resources Law.

Nigel has written extensively on energy related issues including the intersection of bankruptcy law and the Alberta Energy Regulator’s jurisdiction to manage orphan sites.
