Webinar: Water Management Planning in Alberta

The latest session in the Environmental in Focus series examined how Alberta approaches water management planning under the Water Act. The webinar provided a concise yet critical look at why planning remains an underused tool in the province, despite being enshrined in legislation more than two decades ago.

The conversation highlighted Alberta’s continued reliance on licensing and authorizations, in contrast to the slow development of statutory Water Management Plans (WMPs). The differences between Cabinet-approved WMPs, general water management plans, and watershed management plans were discussed with a focus on how each shapes provincial decision-making.

Topics Covered

  • The under-utilization of planning tools since the Water Act’s introduction in 1999
  • Limited departmental capacity and its impact on long-term water governance
  • Missed opportunities for Indigenous engagement and a review of consultation thresholds
  • Distinctions between statutory WMPs, general plans, and watershed management plans
  • Key elements required in approved WMPs, including Water Conservation Objectives
  • Review of the South Saskatchewan and Battle River plans
  • Lessons from ten-year basin reviews, including the need for transparency and stronger ecological safeguards

Questions Raised

  • Are current Water Conservation Objectives adequate for supporting aquatic ecosystem health?
  • How should holdbacks, transfers, and return flows be interpreted to reflect modern ecological realities?
  • What opportunities should exist for stronger public and Indigenous participation in water planning?
  • How can outdated or interim planning documents be updated to reflect current climate and development pressures?

The session underscored that Alberta’s planning framework is rich in potential but uneven in application. As pressures on water systems grow, the need to revisit how these tools are implemented—and who participates in shaping them—has become increasingly clear.
