Meet the Panelists
Keely Cameron, Partner, Bennett Jones
Keely Cameron is a partner at Bennett Jones in Calgary with a focused legal practice that includes a focus on insolvency law. Keely previously worked at Alberta’s Energy Regulator (AER), where she gained end-to-end experience across the full lifecycle of oil and gas development—from permitting and compliance to remediation and reclamation. She was counsel for the AER on the landmark Supreme Court of Canada decision involving Redwater Energy; the leading case on how environmental liabilities need to be addressed in an insolvency.
In 2024, Keely was selected as part of the IWIRC delegation to the United Nations Commission on International Trade Law (UNCITRAL) Working Group on Insolvency Law. She has appeared before the Alberta Court of Queen’s Bench, the Alberta Court of Appeal, and the Supreme Court of Canada. Keely has also contributed to legal education as a former instructor of Administrative Law for the University of Calgary’s Foreign-Trained Lawyers Program.
Lars De Pauw, President, Orphan Well Association
Lars De Pauw joined the OWA in 2017 as the association entered a new era of enhanced regulation, increasing inventories and larger and more complex projects. As executive director, and then president, he has led significant organizational transformation as the OWA has become one of the largest oil and gas site closure organizations in Alberta.
Prior to joining the OWA, Lars held roles of increasing responsibility in environmental and reclamation management at a large producer and in the service sector, and has volunteered on several boards. He holds a B.Sc. in environmental engineering, an M.Sc. and a Professional Engineer (P.Eng.) designation.
Brenda Heelan Powell, Staff Counsel, ELC Alberta
Brenda graduated from the University of Alberta with a B.Sc. in 1993 and a LL.B. in 1996, and from the University of British Columbia with a LL.M. in 1999. Brenda has worked in private practice, with the predecessor to the Alberta Energy Regulator and Alberta Utilities Commission, and is now Staff Counsel with the Environmental Law Centre.
She has published numerous articles, briefs and reports on a broad range of environmental and natural resource law topics including geothermal resource development, climate change law and habitat protection.
